Using Your Post-9/11 GI Bill to Study in the UK: Step-by-Step Guide for 2026
A US veteran can use the Post-9/11 GI Bill at a UK university when VA has approved the exact degree programme. This guide gives the 2026-27 rates, the steps in order and the timelines.
- VA approves UK programmes one by one, so a university with some approved courses can still have none approved for yours.
- For 1 August 2026 to 31 July 2027 the foreign school tuition and fees cap is $30,908.34 and books and supplies are up to $1,000.
- Housing is paid at up to $2,522 a month (national average rate), prorated by your benefit percentage and rate of pursuit.
- Distance learning is not approved, and UK pages also exclude courses with study abroad, placements or practical training.
- UK universities report that VA funding does not count as proof of funds for the Student visa.
Yes. A US veteran can use the Post-9/11 GI Bill (Chapter 33) at a UK university when the Department of Veterans Affairs (VA) has approved the specific degree programme. VA approves programmes one at a time, so the first job is to find your exact course in the GI Bill Comparison Tool and on the university's own approved list. All figures below come from VA and UK university pages checked on 9 October 2026.
Who can use the Post-9/11 GI Bill
VA's Post-9/11 GI Bill page (updated 23 July 2026) lists the main ways to qualify. You need one of these:
- At least 90 days on active duty on or after 11 September 2001 (breaks in service allowed).
- A Purple Heart on or after 11 September 2001 and an honourable discharge.
- At least 30 continuous days on or after 11 September 2001 and an honourable discharge with a service-connected disability.
- Dependent child status, using benefits transferred by a qualifying Veteran or service member.
The usual maximum is 36 months of entitlement, or 48 months in some cases (for example 56 months or more of active duty with both Post-9/11 and Montgomery GI Bill entitlement). If your service ended before 1 January 2013, benefits expire 15 years after your last separation. If it ended on or after that date they do not expire. VA sets your benefit percentage separately, and every payment below is prorated by it.
Spouses and children may qualify for Chapter 35 (Survivors and Dependents Educational Assistance). UK universities explain that Chapter 35 pays a monthly amount to the dependant and does not cover tuition.
What VA pays at a UK university (2026 to 2027)
The VA rates page gives these figures for 1 August 2026 to 31 July 2027:

The programme must be approved
VA's foreign schools page sets three tests. You must be eligible for VA education benefits, the programme must lead to a standard associate degree or higher (or the foreign equivalent), and VA must have approved the programme. VA approves degrees comparable to those from accredited US colleges. For private overseas schools, the degree must match what public colleges in that country award, with the same entrance requirements.
VA does not approve independent study, which includes distance learning. UK university pages add further exclusions that appear again and again:
- Online, blended or distance elements.
- Certificate and diploma courses (Manchester, Oxford and Cambridge say so).
- Courses with a study abroad year, exchange, placement or practical training.
- Joint, double or dual degrees delivered with a partner institution.
A part-time course is usually half-time or less, and Oxford notes that this normally removes eligibility for the housing allowance.

Step by step, in order
- Shortlist on-campus degree programmes. Confirm each one avoids the exclusions above.
- Check approval. Search the Comparison Tool, then ask the university for its current approved list. Glasgow, for example, labels its list August 2026. Manchester updated its list on 30 April 2026.
- Apply to the university. For undergraduate entry in 2027, UCAS shows an equal consideration date of 15 October 2026 for Oxford, Cambridge and most medicine, dentistry and veterinary courses, and 13 January 2027 for most other courses. The UCAS fee for the 2027 cycle is £34.50 for up to five choices.
- Apply to VA for your Certificate of Eligibility (COE). Apply online or on VA Form 22-1990. VA quotes an average of 30 days for education claims. VA asks foreign school students to submit at least 90 days before departure.
- Ask VA for a foreign school COE. VA's application page says to request an updated COE through Ask VA with your foreign mailing address, phone number, the school's full name and location and the degree you plan to take. VA says to expect a reply within 7 business days.
- Get missing programmes approved. The school, not you, must ask VA at federal.approvals@va.gov. VA states that you cannot take part in the approval process on the school's behalf.
- Send your COE to the school's certifying contact. VA does not notify the school. The school submits your enrolment to VA, and payments start only after VA processes it. Swansea, Liverpool and LSE say they cannot certify earlier than 120 days before the academic year starts.
- Apply for your Student visa once you hold your confirmation of acceptance. See the Student visa guide for US veterans.
- Reconfirm each year. Schools usually certify one academic year at a time. Tell the school before each new year and report any change in programme, attendance or mode of study.
How long approval takes
Approval times differ and change. These are the figures universities published on the pages cited here:
- Edinburgh: about 60 days after an offer, not guaranteed.
- Cambridge: up to about eight weeks.
- Glasgow: it reports that approval once took up to a year, but about two to three months in 2024.
- King's College London: 90 to 180 days.
- Manchester and York: up to six months.
Most schools accept a request only once you hold an offer. Plan for the longer figure.
How the money moves
VA pays tuition straight to the university. Universities describe the currency conversion in different ways: Manchester names the Flywire rate at the time of receipt, while others cite a Federal Reserve rate set on 1 July. Ask your school which applies, because a weak dollar widens the gap between the cap and a sterling fee. Manchester also reports tuition paid in instalments, two for undergraduate and PhD students and three for taught postgraduates.
Oxford says funds for an approved course usually arrive four to five weeks after enrolment is certified. VA tells students to keep enough money on hand to cover their needs until payments begin. You stay personally responsible for the invoice whatever VA pays.
Several UK universities state that VA funding does not count as proof of funds for a UK Student visa. Budget for visa funds, the Immigration Health Surcharge and any tuition above the cap before you accept an offer. Costs and dates are on the visa page.
Where applications go wrong
- Assuming a university listed as approved covers every course it offers.
- Choosing a course with a placement year, then learning the whole programme is excluded.
- Starting without approval and carrying the full bill.
- Forgetting the annual reconfirmation on a multi-year degree.
- Comparing the sterling fee with the dollar cap at an old exchange rate.
